"당신이 주체가 아닌 모든 행위는 무의미하다. 그것은 헛된 노력에 불과하다."

정말 그런가? 직접 실천하지 않은 모든 행동은 무의미한 것일까?

가톨릭 신자는 아니지만, 내가 가장 깊이 영향을 받은 사상가와 작가들 중 상당수가 가톨릭적 영성을 바탕으로 한 사상가들이다.

시몬 베유, J.R.R. 톨킨, 프란치스코 교황, 그리고 토머스 머튼.

위에 인용한 문장은 분명히 머튼 신부의 글에서 옮겨 적은 것으로 기억되지만, 아직 그의 공식 저서에서는 해당 문장을 찾지 못했다. 그의 저서 중에서 "요나의 표징(The Sign of Jonas)"을 감명깊게 읽었다.

머튼 신부는 이 문장에서 단순한 개념적 평화나 외부적 안정이 아닌, 신과의 직접적인 만남에서 비롯된 내적인 평화를 묘사하고 있었다. 그것은 개인의 영혼을 근본적으로 변화시키는 체험이었다.

"우리는 어떤 분쟁에도 대비한 군대조차 무너뜨릴 수 없는 평화의 씨앗을 뿌렸다."

그는 이 체험이 너무도 깊고 강렬했기에, 그가 얻은 내면의 평화는 결코 깨뜨릴 수 없는 것이라 믿게 되었다. 그리고 그는 이렇게 썼다.

"그 평화를 위해서라면 모든 것을 바칠 만한 가치가 있었다."

머튼의 요지를 나는 이렇게 이해한다. 자신의 주도적 노력과 희생으로 직접 뿌린 평화, 그리하여 자신의 손으로 일군 평화야말로 ‘모든 것을 바칠 가치가 있는 평화’라는 것이다.

나는 그것을 "주권적 평화"라고 부르고 싶다.

이러한 내면적이며 정신적인 힘에 뿌리를 둔 평화의 개념은 결코 개인적 차원에만 머물지 않는다. 사회적이고 정치적인 삶에서도 동일하게 적용될 수 있다.

머튼의 이 말이 며칠 전, 교황청 성직자성 장관 라자로 유흥식 추기경이 비무장지대(DMZ) 방문을 요청했으나, 유엔군사령부(UNC)로부터 거절당했다는 소식을 접했을 때 자연스럽게 떠올랐다.

"한반도의 대치는 오늘날 인류가 겪는 가장 큰 고통 중 하나입니다. 남북 분단으로 인해 1,000만 명에 가까운 이산가족이 강제로 헤어져 살아가고 있습니다."

유 추기경은 공식적으로 DMZ 방문을 요청했지만, UNC는 이를 일방적으로 거부했다.

이것이 오늘날 한국의 현실이다. 한국인들이 자기 나라의 영토에 접근하려면 ‘유엔’을 가장한 미국의 통제를 받는 유엔군사령부의 허가를 받아야 한다. UNC는 이름만 유엔일 뿐, 실제로는 미국 군사권력의 연장선상에 있는 조직이다.

과거 UNC가 한국의 주권을 침해해온 전례를 잘 알고 있기에, 정동영 통일부 장관 후보자는 인사청문회에서 유사한 사례에 대해 유감을 표명했다. 대표적인 예가 UNC가 대북 인도적 지원을 막았던 사건이다. 정동영 후보는 이렇게 말했다.

"자국 영토에서 비군사적이고 평화적인 목적을 위해 활동하는 데조차 제약을 받는다는 것은 도저히 납득할 수 없는 일입니다."

정 후보자는 DMZ의 평화적 이용을 보장하는 법률 제정을 국회에 촉구했다.

"해당 법이 제정된다면, 정전협정과의 조화로운 조정을 통해 원만하게 해결될 수 있을 것이라 생각합니다."

UNC에 대한 진실은 이렇다.

(1)‘유엔군사령부(UNC)’라는 명칭은 불법이며 거짓이다. 미국은 이 이름을 이용해 한반도에서 자국의 전략적 이익을 정당화하고, 동북아에 대한 군사적 헤게모니를 유지하고 있다.

(2)뿐만 아니라 UNC는 일본 자위대가 한반도 사태에 개입할 수 있는 법적·군사적 명분도 제공한다. UNC는 사실상 한일 안보를 연결하는 ‘트립와이어’를 형성하고 있다. 1999년 미·일 신방위협력지침(New Defense Guidelines)에 따라, 한반도 유사시 일본 자위대는 자동으로 개입할 수 있게 되어 있다.

(3)2014년 이후 UNC는 ‘활성화’라는 이름 아래 병력과 조직을 확대하고 있으며, 한때 대부분이 미국인이던 구성도 다국적화되고 있다. 2023년 ‘워싱턴 선언’은 UNC 16개 회원국이 새로운 유엔 안보리 결의 없이도 한반도 사태에 자동 개입할 수 있도록 명시하고 있다. 이는 유엔 헌장 제2조 4항(무력 사용 또는 위협의 금지)을 정면으로 위반한다. 다시 말해, 전시 작전통제권(OPCON)을 쥐고 있는 미국은 유엔 안보리의 승인 없이도 전쟁을 개시하고, UNC 국가들을 동원할 수 있는 시나리오도 가능하다는 것이다.

(4) 동북아시아의 패권 유지위해 대한민국을 거의 점령하다시피 하는 미국이 컨츄롤 하는 UNC는 그간 남북 철도·도로 연결 등 협력 사업을 방해해 왔고, 지금도 비군사적 DMZ 접근을 막으며 남북 평화 구축을 가로막고 있다.

이러한 이유가 감히 프란치스코 교황이 임명한 한국 출신 고위 성직자조차 자신의 고국 땅을 밟는 것을 불허했고 미국의 허락을 구걸하는 수치스런 결과를 낳았다.

미국 극우 세력인 모스 탄이 온갖 내란선동, 내란지지 막말, 이재명 대통령에 대한 감히 입에 담을수도 없는 공격을 보란듯이 할 자유를 허락한 대한민국이 교황님이 임명한 성직자가 고국땅을 밟지 못하는 불의엔 한마디도 못하는 현실이다.

거의 매달 호전적인 전쟁 게임을 선동하는 미국에 대해서도 단 한마디 말을 할 수 없는 것이 오늘의 대한민국의 현실이다.

다시 말해, 오늘날 UNC는 한반도 평화를 가로막는 가장 큰 장애물로 작용하고 있다.

우리가 요구해야 할 것들:

(1)DMZ의 평화적 이용을 허용하는 법률 제정

(2)과거 남북 합의의 공식 비준

(3)대한민국 영토에 대한 헌법적 주권 재확인

(4)동북아시아 평화 시민사회 연대를 위한 공동체 구성 (예: 동북아 NGO 평화·시민 연대 네트워크) → 미군 중심의 군사주의를 견제하기 위한 대안적 국제시민연대

한국인들은 무엇을 해야 하는가?

한국인들이 스스로의 이름으로, 스스로의 의지로 얻어내지 못한 ‘평화’나 ‘안보’는 결국 허상일 뿐이다. 명목상 우리가 주체인 듯 보이지만, 실제로 미국이 객체로 존재하는 구조 속에서 우리가 누리는 평화란 얼마나 허약한 것인가?

한국의 주권은 위로부터 내려오는 것이 아니다.

그것은 오직 우리 스스로가 평화롭게, 단호하게, 손수 쟁취해야 할 과제이다.

한국인은 그것을 간절히 원하고, 직접 갈망하며, 자기 손으로 지켜내야 한다.

이 지점에서 나는 다시 머튼 신부와 간디의 말을 떠올린다.

"물에 빠진 사람을 구하고 싶다면, 먼저 자신이 발 디딜 바닥을 가져야 한다. 누군가가 익사하고 있는데 당신이 바위 위에 서 있다면 구해낼 수 있다. 아니면 당신이 수영을 할 줄 알아 스스로를 지탱할 수 있어도 가능하다. 하지만 아무 준비 없이 물에 뛰어들어 함께 익사하는 것은 아무런 도움이 되지 않는다." — 토머스 머튼, 『아시아 일기(The Asian Journal of Thomas Merton)』

"당신이 세상에서 보고자 하는 변화가 되어라." — 마하트마 간디

빛의 혁명으로 윤석열 내란수괴를 일시적으로 패배시킨 그 역량으로 지금은 다시 우리 내부, 우리 자신들의 힘을 키우는 시간이어야 한다. 더 큰 사명, 즉, 조국의 완전한 독립과 평화를 위한 거대한 역사적 사명을 기필고 완수해야 한다. 대한민국의 주권 회복을 위해선 우리 각자가 자주적인 해방을 할 자신감이 있어야 한다. 철저히 준비해야 한다.

“Any action in which you are not the subject is useless. It becomes a futile effort.”

Really—every action you didn’t carry out yourself is useless?

I’m not Catholic, but I admit that many of my favorite thinkers and writers are Catholic-inspired: Simone Weil, J.R.R. Tolkien, Pope Francis, and Thomas Merton. I’m fairly certain I copied the quote above from something by Father Thomas Merton. Yet I haven’t been able to locate it in any of his published works. I’ve always appreciated Merton’s writing—my favorite is The Sign of Jonas.

In this particular instance, Merton was describing an extraordinary moment of personal, spiritual peace: a peace born of direct encounter with God—one that transforms the soul from within. It wasn’t merely conceptual or external, but something deeply interior.

“We sowed seeds of peace that could not be shattered or obscured even by an army prepared to deal with any conflict.”

His experience was so profound that he came to believe the inner peace he had encountered was unbreakable. And that peace, he wrote,

“was worth giving everything.”

I take Merton’s point to be this: peace that you sow with your own hands—through your own initiative and sacrifice—is the kind of peace that is truly “worth giving everything.” I’d call it sovereign peace.

I believe this deeply personal, faith-rooted idea of peace—acquired through one’s own effort—applies just as much to our social and political lives.

Indeed, Merton’s words came to mind when I read the news the other day about the United Nations Command (UNC) rejecting Cardinal Lazarus You Heung-sik’s request to visit the Demilitarized Zone (DMZ) during his trip to South Korea.

“The confrontation that exists on the Korean Peninsula is one of the greatest sufferings of humanity today… Nearly 10 million Koreans live in forced separation due to the division between the South and the North.”

Cardinal You, Prefect of the Vatican’s Dicastery for the Clergy, had submitted a formal request. The UNC flatly denied it.

And that’s the reality: Koreans must seek permission from the UNC—essentially, the United States—an organization that falsely bears the name “United Nations” but is, in fact, controlled by the U.S. military, simply to access their own national territory.

Mindful of the UNC’s blatant encroachments on Korea’s sovereignty in the past, Unification Minister nominee Jeong Dong-young expressed regret during his confirmation hearing over similar denials—such as when the UNC blocked humanitarian aid to North Korea.

“It is incomprehensible,” Jeong said,

“that the South Korean government faces restrictions in using its own territory for non-military and peaceful purposes.”

Jeong urged the National Assembly to pass legislation supporting the peaceful use of the DMZ:

“If the law is enacted, I believe the issue can be smoothly resolved through a harmonious adjustment between the new law and the Armistice Agreement.”

Let’s be clear about the UNC:

(1)The “United Nations Command” is a misnomer. The U.S. uses the UN name to justify and maintain its strategic interests on the Korean Peninsula—and to preserve its hegemonic dominance over Northeast Asia.

(2)The UNC also provides a legal and logistical pretext for Japan’s Self-Defense Forces to intervene in Korean affairs in the event of a crisis. It effectively creates a tripwire—linking Japanese rear bases and military involvement directly to Korean security contingencies. Under the 1999 U.S.–Japan New Defense Guidelines, a contingency on the Korean Peninsula allows automatic involvement by the Japanese Self-Defense Forces.

(3)Since 2014, under the banner of “revitalization,” the UNC has been expanding its personnel and multinationalizing its composition—once almost entirely American. The 2023 Washington Declaration—committing the 16 UNC member states to automatic involvement in Korean Peninsula affairs without a new UN Security Council resolution—violates Article 2(4) of the UN Charter, which prohibits the threat or use of force. In other words, the United States—holding wartime Operational Control (OPCON)—can initiate war and involve UNC member states without going through the UN Security Council. Quite a novel idea.

(4)That’s why the UNC has repeatedly interfered with, and continues to obstruct, inter-Korean cooperation and peacebuilding efforts—blocking railway and road reconnection projects in the past and continuously denying non-military access to the DMZ.

The bottom line?

This is why even a high-ranking clergyman appointed by Pope Francis himself was disgracefully denied entry to his homeland—and forced into the humiliating position of seeking permission from the United States.

In today’s South Korea, far-right figures like Morse Tan are granted the freedom to brazenly incite insurrection, spew inflammatory support for rebellion, and hurl unspeakable slander at President Lee Jae-myung. Yet the same country remains silent in the face of the injustice that prevents a papal appointee from setting foot on Korean soil.

And this is the current state of the Republic of Korea—so subservient to the United States that it cannot utter a single word of dissent, even as America conducts provocative war games nearly every month.

The U.S.-controlled UNC barred a Catholic priest—appointed by Pope Francis—from entering his own motherland.

To sum up: the UNC currently stands as a major obstacle to peace on the Korean Peninsula.

Call for Action:

(1)Pass legislation permitting peaceful use of the DMZ

(2)Ratify past inter-Korean agreements

(3)Reassert constitutional sovereignty over Korean land

(4)Unite all peace-oriented civil society organizations in Northeast Asia into a “Northeast Asia NGO Peace and Civil Solidarity Network” to counter U.S. militarism

For Koreans, any semblance of “peace” or “security” that Koreans believe they possess—in which they are nominally the subject, but in reality the U.S. remains the true "subject"—is, I dare say, useless .

Sovereignty will not be handed down from above.

It must be claimed—peacefully, purposefully, and by our own hand.

Koreans have to want it, desire it passionately, and own it

With the power that temporarily defeated Yoon Suk-yeol, the ringleader of the insurrection, through the Revolution of Light, this must now be a time to strengthen our own forces from within. We must, without fail, fulfill the greater mission: the complete independence and peace of our homeland. To reclaim the sovereignty of the Republic of Korea, each of us must possess the confidence to achieve a truly autonomous liberation. We must prepare thoroughly.

And in that spirit, I return to Father Merton’s and Gandhi’s truth:

“If you want to pull a drowning man out of the water, you have to have some support yourself. Suppose somebody is drowning and you are standing on a rock, you can do it; or supposing you can support yourself by swimming, you can do it. There is nothing to be gained by simply jumping in the water and drowning with him.”
