그러나 오늘은, 트럼프 전 대통령이 한국을 상대로 벌이고 있는 관세 전쟁과 관련하여 긴급히 호소하고자 한다.

“일파가 흔들리니 만파가 일어선다. 산천에서 고함치면 어촌에서 화답한다.”

이는 1910년, 조선을 점령한 일본 제국주의 주둔군 사령부가 이토 히로부미에게 조선 백성들의 저항 상황을 보고하며 사용한 표현이다. 김훈의 소설 하얼빈에도 인용된 이 문장은, 억압에 맞선 조선 민중의 끈질긴 투쟁 정신을 생생하게 증언한다.

이와 같은 역사적 울림은 지금 이 순간에도 이어지고 있다. 트럼프 정부가 8월 1일 관세 인상을 예고한 가운데, 한국 내 870개 시민단체가 트럼프의 경제·일자리·식량 안보 위협을 규탄하며 주권 수호를 위한 비상시국선언에 나섰다. 주요 내용을 간략히 정리하면 다음과 같다.

첫째, 한국은 미국과 자유무역협정을 맺은 국가로서, 상호 관세를 이미 0% 수준으로 낮추어 왔다. 예를 들어, 2026년에는 미국산 쇠고기 관세가 완전히 철폐될 예정이다. 그럼에도 미국은 일방적으로, 8월 1일부터 한국산 전 제품에 대해 25%의 상호 관세를 부과하겠다고 통보해왔다. 이는 한미 FTA의 근본 원칙을 정면으로 위반한 행위다.

둘째, 이러한 조치는 미국 독점 금융 자본가들의 이익을 위해 한국 기업의 존립과 노동자의 생존을 위협하는 것이며, 한국 경제와 민생, 나아가 국가 재정을 파탄 내기 위한 압박이다. 윤석열 정권의 3년간의 폭정과 6개월간의 위헌·위법 내란으로 이미 한계에 이른 한국 경제에, 트럼프는 다시금 강도 같은 착취를 가하려 하고 있다.

셋째, 트럼프는 한국 국민의 건강권과 식량 주권마저 위협하고 있다. 미국은 2008년 대규모 국민 저항으로 막아낸 30개월 이상 된 광우병 위험 쇠고기의 수입을 다시 강요하고 있다. 뿐만 아니라 미국산 쌀의 대량 수입을 요구하며 쌀값을 폭락시켜, 식량 주권 자체를 붕괴시키고 있다. 그 결과, 국민의 건강과 식량 안보는 무력화되고 있다.

넷째, 트럼프는 한반도 방어와 무관한 인도-태평양 전략에 한국을 끌어들이며, 주한미군 주둔비와 군사비용의 폭증을 강요하고 있다. 주한미군 사령부는 한국을 “중국 앞에 떠 있는 항공모함”으로 비유한 바 있으며, 트럼프는 주한미군 주둔비로 무려 100억 달러(13조 7천억 원)를 요구하고 있다. 이는 2025년보다 9.7배 증가한 수치다. 나아가 한국의 방위비를 국내총생산(GDP)의 5%까지 올리라는 협박까지 하고 있다. 미국 스스로도 국방비가 GDP의 3.5%에 불과함을 감안할 때, 이는 노골적인 내정 간섭이자 경제 침략에 다름 아니다.

이러한 도발과 침략에 맞서 한국 국민은 어떻게 대응해야 할 것인가?

지금 한국이 가진 가장 강력한 무기는, 바로 빛의 혁명으로 탄생한 주권자의 힘이다.

123일간의 내란을 기적적으로 막아낸 주권자 국민이 다시금 일어서야 한다.

이재명 정부는 국민을 배제한 비밀 협상을 즉각 중단하고, 트럼프의 경제 침략적 요구 내용을 전면 공개해야 한다.

국민 주권을 외면하고 미국과 일본의 힘만을 의지하다가 파국을 맞이한 윤석열 정권의 교훈을 반드시 되새겨야 한다.

Last week, I attended the People's Summit for Korea in New York. One of the most meaningful and memorable aspects was engaging with and hearing directly from Korean progressive activists and scholars—an opportunity that is almost nonexistent in the United States. I look forward to sharing more reflections on that experience in the coming days.

But for today, I want to raise an urgent appeal regarding Trump’s tariff war against Korea.

“When one wave stirs, a thousand rise. When cries echo from the mountains, the fishing villages answer.”

This was how the Imperial Japanese Army, occupying Korea in 1910, described the fierce resistance of the Korean people in a report to Itō Hirobumi.

The quote appears in Kim Hoon’s novel Harbin, which I referenced in a recent blog post. It captures a timeless truth: when the people rise, their spirit spreads like wildfire, uncontainable and united.

That spirit is once again alive in Korea today. On the eve of Trump’s August 1 tariff hike, 870 civic organizations in South Korea issued an emergency declaration condemning Trump’s economic, labor, and food security threats, and calling for the defense of national sovereignty. Here's a brief summary of their message:

First, as a signatory to a free trade agreement with the United States, Korea has already reduced its tariffs on American goods to near zero. For example, by 2026, tariffs on U.S. beef imports will be entirely eliminated. Nevertheless, the U.S. has unilaterally announced that it will impose a 25% reciprocal tariff on all Korean goods starting August 1—an explicit violation of the U.S.-Korea Free Trade Agreement.

Second, this move is a coercive tactic to protect the interests of U.S. monopoly capitalists at the expense of Korean businesses and workers. It threatens the survival of Korean industries, livelihoods, and even national finances. After three years of Yoon Suk-yeol’s authoritarian misrule and six months of unconstitutional insurrection, Korea’s economy is already at its breaking point. Now Trump seeks to extort what remains.

Third, Trump is actively undermining the Korean people’s right to health and food sovereignty. The U.S. is once again forcing Korea to accept beef from cattle over 30 months old—a known risk for mad cow disease—despite mass public resistance in 2008. Additionally, Washington is pressuring Korea to import massive quantities of American rice, collapsing domestic rice prices and destroying Korean food sovereignty in the process. In short, the Korean people’s right to safe food and control over their own agriculture is being nullified.

Fourth, under the guise of “defense,” Trump is imposing exorbitant costs related to U.S. military forces stationed in Korea—forces no longer for the defense of the Korean Peninsula, but for maneuvering power in Washington’s broader Indo-Pacific strategy targeting China. The U.S. Forces Korea (USFK) Command has even described Korea as “an aircraft carrier floating in front of China.” Now Trump is reportedly demanding $10 billion (13.7 trillion won) annually for U.S. troop stationing—a staggering 9.7 times more than the 2025 rate. He is also pressuring Korea to increase its defense spending to 5% of GDP, even though the U.S. itself spends only about 3.5%. This is not just a blatant act of domination and interference—it is a calculated assault on Korea’s economy and people’s lives.

So how should the Korean people respond?

Our greatest weapon is the people themselves—those who birthed the Revolution of Light, who rose up and miraculously blocked 123 days of unconstitutional rule and treason. It is time once again for the sovereign people of Korea to rise.

The Lee Jae-myung administration must end all secret negotiations immediately and fully disclose the contents of these talks, which amount to an invasion of the Korean economy and people’s livelihoods.

The tragic downfall of the Yoon Suk-yeol regime, which gambled everything on U.S. and Japanese power while ignoring the Korean people’s sovereignty, must be remembered.
