2018년, 김정은-트럼프 정상회담과 문재인-트럼프 정상회담이 한창일 때, 미국 대표단의 일원으로서, 통역자로서 서울에서 열린 여성 평화단체 ‘Women Cross DMZ’ 주최 국제 평화주간 행사에 참여하였다. 그 행사는 학술대회, 워크숍, 행진, 심포지엄, 시위 등 다양한 형식으로 진행되었다. 한 워크숍에서 한 한국인 여성 발표자가 헤겔의 사상을 인용하며 발표를 시작했다. 그녀는 헤겔의 변증법적 과정, 즉 정(테제), 반정(안티테제), 합(지양)을 적용하여 지금 현재의 참담하고 절망적인 순간도 인류 역사의 더 큰 영적 진보, 즉 세계정신과 자유를 향한 발전의 일부분일 수 있다고 주장했다. 예컨대, 분단과 전쟁 상태라는 한국의 참혹한 현실도 궁극적인 해방과 자유를 조건 지우는 하나의 순간일 뿐이며, 좌절하거나 절망할 이유가 없으며 오히려 끊임없는 낙관을 유지해야 한다는 것이다.

이는 강력하면서도 매우 복잡한 사상이기도 하다. 안타깝게도 난 발표자의 설명과 헤겔이라는 난해하고 방대한 사상을 통역하는데 상당한 부족함을 느꼈다.

위 인용문은 시몬 드 보바르가 159쪽에 불과한 얇은 책에서 헤겔의 변증법과 궁극적 낙관주의를 독자들에게 간략히 요약한 부분으로, 그녀의 실존주의적 관점에서 헤겔 사상을 비판하는 내용이다. 보바르 문학과 철학에 상당한 관심을 가져온 사람으로서 이 주제는 이후에 좀 더 깊이 논의하고 싶다. (대학 시절 드 보부아르의 저서들을 거의 다 탐독한 기억이 난다. 1987년 처음 미국으로 올 때 단 두 개의 여행용 가방에 넣은 몇 안 되는 책들중 보바르의 책은 모두 챙겨온 추억이 남아 있다.)

이제 최근 남북관계의 소식으로 넘어가자.

한국 군 당국은 북한이 남측이 먼저 철거한 대북 확성기를 따라 국경 지역에서 대남 확성기를 철거 중임을 확인했다.

이는 남북 양측 모두 긴장 완화 의지를 보여주는 중요한 조치임이 분명하다.

그러나 이 문제에는 ‘코끼리’가 있다. 바로 미국과 그로 인해 발생하는 모순적 상황이다. 워싱턴은 한반도 긴장이 전쟁을 막는다는 논리에 사로잡혀 있다. 즉, 세계 최대 규모이자 가장 도발적인 미군과 매년 벌이는 대규모 군사훈련이 전쟁 예방에 필수라고 믿는다.

이 지점에서 나는 보바르의 헤겔 낙관주의 비판을 상기한다. 그녀에 따르면, 헤겔의 변증법적 낙관주의는 전쟁, 집단학살, 폭력, 범죄 등에 대한 개인 책임을 면죄하는 위험을 내포한다. 가장 끔찍한 범죄조차도 궁극적으로 세계정신의 자유 창조 과정의 일부라면, 개인 책임은 무의미해진다.

다시 말해, 개인과 집단의 개입이 헤겔 변증법 비판에서 매우 중요하다.

헤겔의 낙관주의가 가능하려면 반드시 개인과 집단의 개입이 필요하다.

현재 상황으로 돌아가 보자. 남북 양측은 긴장 완화를 위한 소규모 ‘아기 걸음’의 제스처를 보이고 있으나, 동시에 워싱턴은 동북아에서 전쟁을 모의하고 있다.

미국의 전쟁 게임에 반대 한국 국민들은 8월 18일부터 2주간 예정된 대규모 미한 연합 군사훈련 ‘을지 자유의 방패’ 중단, 한반도 전면전을 시뮬레이션하는 훈련 중단을 요구한다.

만약 8~9월 한미 및 한미일 다국적 전쟁 게임이 진행된다면, 한반도의 긴장 고조는 남북 간 및 북미 간 대화뿐 아니라 10월 APEC 정상회의에도 부정적 영향을 미칠 것이다. 훈련 연기 혹은 취소는 한국이 미국 동맹에 얽매여 자주성을 잃었다는 북한의 비판을 완화하고, 한국의 독립성을 세계에 알리는 계기가 될 것이다.

다음은 한국 측 미군 주도 군사훈련 중단 요구 사항이다. 촛불행동 지역 30개 지부가 군사훈련 중단을 촉구했다. 어제(152차) 서울 촛불 집회에서 참가자들은 “촛불이 우리의 국력이다. 주한미군은 물러가라!”, “전쟁을 부추기는 군사훈련을 중단하라!”고 외쳤다.

촛불행동 김세동 대표는 다가오는 한미 정상회담에서 워싱턴이 중국과의 전쟁 시 한국을 ‘항공모함’으로 활용하려 압박할 가능성을 경고했다. 만약 이에 굴복한다면 심각한 경제 피해를 입고 ‘제2의 우크라이나’가 될 위험이 있다고 강조했다. 그는 진정한 국력은 국민에게 있으며, 미국은 극우세력을 지원하고 경제를 착취하며 평화를 위협하고 있다고 비판했다. 8월 18일부터 시작되는 ‘을지 자유의 방패’ 훈련은 긴장을 고조시키고 남북 관계를 악화시키며 핵전쟁 위험까지 높일 것이라고 말했다.

In 2018, during the height of the Kim–Trump and Moon–Trump summits, I participated as a delegate and translator from the U.S. in an international week-long peace event in Seoul, organized by Women Cross DMZ. The event included conferences, workshops, marches, symposiums, and protests.

In one workshop, a Korean woman panelist began her presentation with an idea from Hegel. She tried to apply the Hegelian dialectical process—thesis, antithesis, and synthesis—to argue that what might appear to be the current horrible and hopeless moment can serve a purpose in the larger historical and spiritual progress of humanity toward the World Spirit and freedom. For instance, Korea’s current horrid condition of division and state of war is just a moment conditioned to eventual liberation and freedom. There is nothing to be disappointed, frustrated, or hopeless about; rather, one should maintain perpetual optimism.

It was a powerful yet complex idea. But I think I pretty much failed in translating her explanation as well as conveying the thoughts of a difficult and dense thinker like Hegel.

The above quote is from Simone de Beauvoir’s Reader’s Digest summary of the Hegelian dialectic and ultimate optimism in a skinny book of only 159 pages, presented as part of her existential critique of the Hegelian notion. As someone who has taken a significant interest in both the literature and philosophy of de Beauvoir, I would like to explore this topic in greater depth later.(Back in my college days, I read almost all of de Beauvoir’s books and liked them so much that hers was one of the few books I packed in my only two suitcases during my first coming to America in 1987.)

For now, this brings me to the latest development in inter-Korean relations.

South Korea’s military has confirmed that North Korea is dismantling propaganda loudspeakers along its borders in response to the South’s earlier removal of its own propaganda loudspeakers.

Certainly, it is an important step demonstrating willingness on both sides of the peninsula toward reducing tension. The question is the elephant in the room: the United States and the contradictory developments that it is causing. What comes down is that Washington and, I’m afraid, some within Lee’s foreign policy team believe that you need tension to prevent war, that you need the world’s largest and most provocative U.S. military and its annual provocations to prevent war.

Here I’d heed de Beauvoir’s critique of Hegelian optimism: according to her, Hegel’s dialectical optimism excuses individual responsibility for war, genocide, violence, crimes, etc. If even the worst crimes can be excused because they would eventually be part of creating the World Spirit of freedom, it excuses individual responsibility. In other words, individual and collective intervention is critical to Hegel’s dialectic.

Individual and collective intervention is needed to make the Hegelian optimism possible.

Returning to the current and seemingly contradictory situation: signs of inter-Korean gestures to reduce tension with small baby steps while Washington is scheming war in Northeast Asia.

Koreans demand stopping the large-scale U.S.-led Ulchi Freedom Shield war game scheduled to start August 18 for two weeks. This theater-level joint war game simulates a full-scale war on the peninsula.

The August–September ROK–U.S. and ROK–U.S.–Japan multinational drills would heightened tensions on the peninsula and would inevitably affect not only inter-Korean and U.S.–North Korea talks but also the APEC summit in October. Postponing or canceling the drills would showcase South Korea’s independence to the world.

These are the Korean demands to halt the US-led war games: Thirty regional branches of the Candlelight Action movement demand an end to the war games.

Kim Se-dong, head of Dobong Candlelight Action, warns that during the upcoming U.S.–ROK summit, Washington may pressure South Korea to act as its “aircraft carrier” in a war with China—risking severe economic damage and even becoming “a second Ukraine.” He stressed that real national power lies with the people, not foreign military alliances, and accused the U.S. of backing far-right forces, exploiting Korea’s economy, and threatening peace. The large-scale “Ulchi Freedom Shield” drill, starting August 18, will heighten tensions, worsen inter-Korean relations, and risk nuclear war, he said.

At the 152nd candlelight protest yesterday in Seoul, protesters chanted: “The candlelight is our national power. US Forces Korea, get out!” and “Stop the war-provoking drills!”

Call for action: Demand that Washington take individual responsibility for refusing to stop the US-led war game and escalating tensions on the Korean Peninsula.
