새만금 신공항 건설을 취소하라. 한국을 미국의 전쟁터로 만들지 말라“Birds or F-35 stealth fighters”? Stop turning Korea into a battlefield for the U.S.

미 보수 진영의 이재명 대통령과 ‘빛의 혁명’이 지켜낸 민주주의를 향한 공격은 오늘날도 끊임없이 이어지고 있다. 미국 극우 정치인 뉴트 긴리치는 이재명 대통령이 새로운 전체주의적 경찰국가 전술에 의존하고 있다고 비난했다. 누군가 그에게 제대로 된 교육을 해주기를 바란다. 형언할 수 없는 굴욕감과 분노를 억누르고 이 글을 쓴다. 미국의 한반도에 대한 공격은 전면전과 다를 바 없다. 오늘의 사례를 하나 들어보겠다.

“새와 F-35 스텔스 전투기 중 어느 쪽을 당신 동네에 두고 싶습니까?” 교육받고 세련된 독자에게는 너무 단순한 질문처럼 보일 수도 있다. 하지만 오늘날 한국의 한 지역사회가 직면한 현실은 바로 이 질문이다.

9월 1일, 정의를 위한 사제단(Priests for Justice) 소속 한국 가톨릭 사제단은 ‘창조 세계를 위한 기도의 날’을 맞아 청와대 앞에서 평화 미사를 거행했다. 그들이 항의한 것은 또 다른 공항 건설 계획이다. 이 공항은 미국의 대중국 전쟁을 위해 사용될 것이 분명하다.

사례는 전북 군산 새만금이다. 한국 정부는 이곳에 신공항을 건설할 계획이다. 이는 합리적인 이유로는 도저히 설명할 수 없는 결정이다. 새만금은 한때 철새와 수많은 갯벌 생물들의 빛나는 서식지였다. 이곳에서는 최대 12만 마리의 새가 관찰되었다. 이곳에 미국 군사 공항이 들어서면 귀중한 서식지가 파괴될 뿐 아니라, 조류 충돌 위험도 크게 증가한다. 인천공항 대비 약 600배 높은 위험이 예상된다.

그렇다면 왜 이런 곳에 공항을 짓는가? 가장 그럴듯한 이유는 전략적 목적 때문이다. 군산에 위치한 미군 기지는 전투기가 단 15분 만에 중국에 도달할 수 있도록 설계되어 있다. 보도에 따르면 평택 기지의 F-35 스텔스 전투기가 군산으로 이전될 예정이며, 유사시 중국을 신속히 타격할 수 있는 기능을 갖출 것이라고 한다. 만약 이것이 현실이 된다면, 중국의 군사적·정치적 압력은 더욱 심해질 것이다. 새만금에 새로운 활주로가 생기면 총 두 개의 활주로가 되며, 미국의 중국 공격 능력이 증가하고 군산, 나아가 한반도 전체가 전쟁 위험 속으로 더욱 밀려 들어가게 된다.

군산 미군기지(일명 ‘울프팩’)는 약 13㎢에 달하는 규모로, 주로 전투기 훈련을 위한 부대이다. 이로 인해 인근 주민들이 겪는 소음 피해는 상상을 초월한다. 전투기 이착륙 시 발생하는 소음은 110dB에 달하며, 이는 주거지 허용 기준인 65dB을 훨씬 넘는다. 하루에 최대 150회, 주민들은 대화조차 힘들 정도의 소음을 200번 가까이 겪는다. 청력 손실, 집중력 저하, 심근경색 같은 질병까지 유발할 수 있어 사실상 정상적인 생활이 불가능하다. 여기에 전투기 추락이나 부품 낙하 사고도 보고된 바 있다. 한편, 기지는 빗물과 폐수를 구분하지 않고 서해로 불법 방류한 사실도 드러났다.

행동 촉구

(1)법원 판결이 다가온다. “9월 11일, 서울가정행정법원은 새만금 신공항 건설 취소 소송 판결을 내릴 예정이다. 국민이 계엄을 무너뜨리고 새 정부를 세웠음에도, 새만금의 수많은 생명과 한국 국민의 안전, 한반도의 평화는 바람에 흔들리는 등불처럼 위태롭다. 바다와 갯벌, 그리고 사람들의 운명이 법원의 결정에 달려 있다. 우리는 마치 되돌아올 수 없는 다리 앞에 선 듯한 심정으로 판결을 기다리고 있다.”

(2)양심의 호소. “사제들은 생명과 평화, 정의를 지키도록 부름받은 양심으로 호소한다. 새만금 신공항은 해양 생물과 철새들의 터전을 빼앗는다. 이용하는 시민의 생명뿐 아니라 미군 병력의 생명도 위협할 것이다. 더 심각한 문제는 중국과의 충돌을 위한 화약고가 될 수 있다는 점이다. 사제들은 경고한다. 이 상황이 계속된다면 갯벌에 살아 있는 존재들, 먼 대륙에서 날아오는 철새들, 그리고 사람들까지 모두 죽음의 늪에 빠지게 될 것이다. 교황 레오가 말했듯, “하느님의 창조 세계는 전쟁터로 변하게 될 것이다.””

(3)사업 취소. “서울가정행정법원은 새만금 신공항 건설을 취소해야 한다. 정부는 이 사업을 전면 중단해야 한다.”

(4)“법원 판결을 앞두고 사제들은 다시 한 번 목소리를 높인다. “새만금 신공항은 너무나 위험하다!””

가톨릭 사제들은 교황의 경고를 인용했다. “때로 자연은 단지 협상의 수단으로, 경제적·정치적 이익을 위해 교환되는 상품으로 전락한다. 그 결과, 하느님의 창조 세계는 생명의 자원을 둘러싼 전쟁터로 변하게 된다.”

The attacks by American conservatives on President Lee Jae Myung and on the democracy safeguarded by Korea’s Revolution of Light are relentless even today. America’s far-right politician Newt Gingrich has accused President Lee of resorting to new totalitarian police-state tactics. I hope someone takes the time to educate him. I write these words while struggling to contain an indescribable sense of humiliation and anger. America’s assault on the Korean Peninsula amounts to nothing less than all-out war. Let me give today’s example.
“Birds or F-35 stealth fighters”? Which would you prefer in your neighborhood? I realize the question may seem overly simple for an educated and sophisticated reader, yet it is precisely the question facing a Korean community today.

On September 1, Priests for Justice, part of the Korean Catholic Priests’ Association, held a peace mass in front of the Korean president’s office on the World Day of Prayer for the Care of Creation. Their protest was directed against the plan to build another airport—an airport certain to be used in the U.S. war effort against China.

The case in point is Saemangeum, Gunsan. The Korean government is planning to build a new airport there, a decision that defies all rational explanation. Saemangeum was once a radiant home for migratory birds and countless tidal-flat creatures. It is a place where as many as 120,000 birds have been observed. Building a U.S. military air base here would not only destroy this vital habitat but also create the risk of bird strikes—estimated to be 600 times greater than at Incheon Airport.

Why, then, build an airport in such a place? The most plausible explanation is strategic: the U.S. military base in Gunsan has long been positioned so that its fighter jets can reach China in just 15 minutes. Reports suggest that F-35 stealth fighters from the Pyeongtaek base will be relocated to Gunsan, equipped for rapid strikes against China in the event of a crisis. If this happens, China’s military and political pressure on Gunsan will intensify further. A new runway at Saemangeum would mean two in total, increasing U.S. military strike capacity against China and pushing Gunsan—and the entire Korean Peninsula—deeper into the danger of war.

The Gunsan U.S. Air Base, known as WOLF PACK, covers about 13 km² and functions mainly as a fighter jet training unit. Residents nearby face extreme noise pollution—up to 110 dB from as many as 150 daily takeoffs and landings—far exceeding the 65 dB residential limit. This level of noise not only disrupts daily life but also causes serious health issues such as tinnitus, hearing loss, and heart disease. Fighter jets frequently fly overhead, and accidents like crashes or falling aircraft parts have occurred. Additionally, the base has been caught illegally discharging wastewater and stormwater into the West Sea without proper separation.

The Korean Catholic Priests’ Association: Call to Action

(1)Court Ruling Approaches. “On September 11, the Seoul Family Administrative Court is scheduled to deliver its ruling on the lawsuit to cancel the Saemangeum New Airport project. Although the people overturned martial law and established a new government, the countless lives of Saemangeum, the safety of the Korean people, and peace on the peninsula remain as precarious as a lamp flickering in the wind. The fate of the sea, the tidal flats, and the people will hinge on the court’s decision. We await the ruling anxiously, as if standing before a bridge from which there is no return”.

(2)Appeal of Conscience. “The priests appeal with the conscience of those called to defend life, peace, and justice. The Saemangeum New Airport will rob sea creatures and migratory birds of their home. It will threaten not only the lives of the citizens who use it, but also those of U.S. soldiers. Worse still, it will become a powder keg for conflict with China. As the priests warned: if this continues, the living beings of the tidal flats, the migratory birds traveling from distant continents, and even people themselves will all sink into a swamp of death. As Pope Leo said, “God’s creation will be turned into a battlefield.””

(3)Cancel the Project. “The Seoul Family Administrative Court must rule to cancel the Saemangeum New Airport. The government must scrap the project entirely”.

(4)“Ahead of the court’s ruling, the priests raise their voices once more: “The Saemangeum New Airport is far too dangerous!””

The Catholic priests cited the Pope’s warning: “Sometimes nature is reduced to nothing more than a means of negotiation, a commodity exchanged for economic or political gain. As a result, God’s creation is turned into a battlefield for the control of life’s resources.”
